Noreen J. Parrett concentrates
her practice in corporate and regulatory insurance law and guaranty fund
law. Noreen has assisted Wisconsin’s domestic insurance industry
in corporate transactions such as mergers, acquisitions, demutualizations,
recapitalizations and formations.
Her practice also includes representing domestic and foreign insurers before
the Wisconsin Office of the Commissioner of Insurance on the holding company
act and other corporate issues and on enforcement actions, and working
with Wisconsin guaranty fund and the national associations for guaranty
funds on various corporate and regulatory issues. In addition, Noreen provides
assistance to state and national insurance trade associations.
Noreen is a member of the Society of Chartered Property and Casualty Underwriters,
the State Bar of Wisconsin Insurance Committee and the Federation of Regulatory
Counsel and is a former instructor of insurance law at the University of
Wisconsin Law School.
Noreen graduated with honors from the University of Wisconsin Law School
in 1988, after experience working in the insurance industry. Her law school
career includes membership in Order of the Coif and the Board of Editors
of the Wisconsin Law Review. She received her undergraduate degree from
the University of Wisconsin, graduating Phi Beta Kappa.

Connie L. O’Connell concentrates her practice in
corporate and regulatory insurance law. As former Wisconsin Insurance Commissioner,
Connie offers the firm's clients unique insight into the regulation of
insurance and practical preventive guidance. In addition, Connie serves
as the Executive Director of the Wisconsin Council of Life Insurers, providing
the trade association with organization management as well as regulatory
and legislative advocacy. She has represented Wisconsin’s life
insurers on multiple OCI advisory committees. Before joining the firm,
Connie served as the State Insurance Commissioner for Governors Thompson
and McCallum. During her four-year tenure with the Insurance Department,
Connie initiated efforts to further strengthen Wisconsin’s insurance
regulatory framework and played a key role in national efforts to streamline
and modernize state insurance regulation.
Connie has 20 years experience in Wisconsin legislative
and executive branches of government. Prior to serving as Insurance Commissioner,
she was Governor Thompson’s policy director and chief advisor on
state and national insurance issues.
Connie received her Bachelor of Arts degree from the University of Wisconsin – Eau
Claire, graduating magna cum laude. In 2000, the University recognized
her as their Recent Outstanding Alumna. She graduated from the University
of Wisconsin Law School in 1996. Connie often speaks before insurers and
insurance trade associations and has taught "Insurance and Public
Policy" at the University of Wisconsin Law School.
